Except "Smoke bombs" is there any diffrence between him and a hâsharii? Can he throw his daggers and smoke bombs in the same turn?

No he cannot throw them both in the same turn, you have to choose. I recommend using throwing daggers against warriors and smoke bombs against heroes. The smoke bombs are the only difference, but it is well worth the extra 10 points.

Also, unlike the Hasharii Dalamyr doesn't have a blowpipe.

Oh really? I never noticed that. It's not that bad though, as you will want him in close combat, not shooting from far away.
