I'm with James. Point for point, stat for stat I think the Cave Drake is better. Of course the Dragon is much better overall but 75 is a lot...

Certainly. The Cave Drake is 75 points cheaper than the Dragon's Baseline stats. And all you have to give up is 1 Fight, Wound, and attack. Also there is the -2 Might, Fate. So the Dragon has all that going for it, but then you come to special rules and movement.

The Cave Drake and Dragon both have Draconic Charge (and resistant, terror) but its better with the Drake as its movement is greater so less chance of being charged before you can charge it in.
The Dragon does have Harbinger but that's more than off-set by Survival instinct. There's nothing worse IMO than your 250+ point model fleeing the field after taking a (relatively) lucky strike and obviously the Drake doesn't have this HUGE weakness.
The CD also has Cornered beast, which is a great ability, as well as swift and lithe as well as my favorite, Gaping Maw, which isn't limited to its number of uses per game (like breath fire).

Sure a Dragon becomes even more formidable with upgrades, but with this simply increases the amount you are investing into a model with a fairly good chance to flee. I've actually only killed a Dragon once, every other time I simply forced it to flee. Especially with my Harad forces as I just save the Golden King to force him to flee, well worth spending the 110 points to make you flee after 1 wound lol.

I agree with James. Additionally, even though you are paying more points, you are still fodder for a good spellcaster. Every time I have taken the Dragon it has been a waste of points, either by getting frightened, or by getting locked down by a wizard.

And even if you take the Dragon, how much does it really help you win most of the missions? If you are going to use a monster, don't go all in on it, because they are point sinks. Its like how Sauron might be unstoppable, but taking him and the ring is going to lose you most games in the end.

This is my Minas Morgul list that I'm taking to War of Melton Shire next weekend:
W1:
Dark Marshal
4 Black Numenoreans
4 Orcs w/ Spear
4 Orc Trackers

W2:
Gorbag w/ Shield
4 Black Numenoreans
4 Orcs w/ Spear
4 Orc Trackers

W3:
Black Numenorean Marshal w/ Shield
4 Black Numenoreans
4 Orcs w/ Spear
4 Orc Trackers

W4:
Cave Drake

Dark Marshal + Cave Drake FTW.

The dragons just not even close to his pts cost. Furthermore you can wound the dragon once and he runs away.....

Has anyone ever considered that cave drake with dwimmerlake might be op - if dwimmerlake denies enemy to use fate, he might swallow even a strong enemy hero?

So, dragon without wings or cave drake? Dragon is 43% pricier, has less mobility, and in fact also lacks the "morgul blade" + "fun to be trapped" rules.

If dragon charges into cave drake, can he knock the drake down, as drake has less strenght?
