I am looking for a company that sells 25-28mm mini line that is historical in nature. Kinda like perry minis and the like.

Though I was wondering if there are companies out there that sell box sets(Beside Wargame factory) similar to games workshop. Where you can, or used to be able to, get 24 figures per box sets.

Since you apparently already know Perry and Wargames Factory, how about Warlord Games? Foundry also has 28 mm mini's, but I personally don't like them.

Eureka Miniatures sells historical figures in a number of scales, including 25-28mm, covering a wealth of periods from ancient times to the present:

They don't do 'boxed sets' as such, but they offer all sorts of deals for units.

Another company that has some great stuff on offer is Empress Miniatures:
