LOS to flying creatures question

Our local gaming group has played a few games of WotR recently and there is one question that bothers us. Can flying creatures (ie witch king on fell beast) be seen and shot at over intervening infantry formations, or do the ground units block LOS? Thanks.

Curiously enough, grond units do block LOS. In WotR all flying creatures are treated as grunded, except in the moment they are moving.

Thanks, that's the way we played it I guess it would be difficult to hit a target in flight anyway.
