I noticed the Veterans of Osgiliath do not have the shieldwall rule, meaning they could even be considered equal to the point cheaper warrior of Minas Tirith... Was this a typo?

I mean, Numenoreans do not have heavy armour, so makes sense. But Osgiliath Vets? Really? Is there an official place where I can submit this quastion to be answered? May have been an oversight.

I think this is more to represent the way in which they fight. Sure you could claim that since they are still warriors of Minas Tirith that they would still know the skill but the profile represents them fighting as a skirmish formation; holding the streets and shores of Osgiliath where a shieldwall may not be able to be formed.

My thoughts as well, based on what we see on the films

The vets do have +1 courage than the warriors to compensate (somewhat).
